. When Nazi troops marched into the Baltics in the Summer of 1941, they needed to resume cement production for military purposes in the city of
Kunda
,
Estonia
at a local Portland Cement factory as soon as possible. Due to lack of currency at that transition time, the Nazi military authorities decided to issue local notgeld to pay the workers.
